Qatar as Strategic Partner for Europe: Insights from the Naples Forum

Naples, 20 September 2025 – The Strasbourg Policy Centre successfully hosted a policy forum on “Qatar as Strategic Partner for Europe: Israel’s Attack on Qatar and International Law Violations”, gathering experts and policymakers to debate Europe’s energy future and its role as a guarantor of international law.

The event featured interventions from Nicola Serpieri, Dario Posimato, and Angelo Vanni, who shared perspectives on the pressing geopolitical and legal challenges facing Europe.

Nicola Serpieri emphasized Qatar’s central role in European energy security, stressing the need for diversification of energy sources to reduce dependence on both Russia and the unstable Middle East. He highlighted economic diplomacy as a strategic tool to strengthen the EU’s presence and partnerships in the Gulf.

Angelo Vanni addressed the legal implications of international law violations, underlining the principle of state responsibility and the available mechanisms through European and UN institutions. He advanced a proposal for the EU to assume a more effective role as guarantor, reinforcing its credibility in the international order.

Dario Posimato contributed further legal and geopolitical analysis, broadening the discussion on Europe’s responsibilities in responding to international crises.
